Construction will be performed in four (4) phases with the winter shutdown scheduled from November 15, 2008 to March 15, 2009. Two-way traffic will be maintained during construction.
- Phase 1 - Construct temporary widening in the vicinity of Garwood Road and Ohio Match Road intersections. This section will be completed in late fall 2008.
- Phase 2 - Construct southbound lanes of U.S. 95 (north of Idaho 53) and temporary connections to existing Idaho 53. This phase will commence in spring 2009 and be completed in early summer 2009.
- Phase 3 - Construct northbound lanes of U.S. 95, with anticipated completion in late summer 2009.
- Phase 4 - Construct remaining portion of southbound lanes of U.S. 95 (from Idaho 53 south) with completion anticipated in early fall 2009.

U.S. 95 is the key north-south link for northern Idaho commerce, transportation and tourism. Rapid growth in Bonner and Kootenai counties have caused traffic volumes to approach the capacity of the highway. The corridor between Garwood and Sagle needs to be widened and realigned in order to safely accommodate projected traffic.
The process of designing the new highway began in 2002 when ITD initiated a comprehensive study of U.S. 95 between the towns of Garwood and Sagle. The study determined what type of long-term improvements would be needed to increase safety and capacity to meet future travel demands. This process involved extensive interaction with the public, local officials, and agencies.

Preliminary design was funded through ITD. The Federal Highway Administration granted environmental clearance for the project in September 2007. Final design and right-of-way acquisition were completed in May 2008.
Construction began in August 2008 and is scheduled for completion in early fall 2009.

The Idaho Transportation Department (ITD) is committed to compliance with Title VI of the Civil Rights Act of 1964 and all related regulations and directives. ITD assures that no person shall on the grounds of race, color, national origin, gender, age, or disability be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any ITD service, program, or activity. The department also assures that every effort will be made to prevent discrimination through the impacts of its programs, policies, and activities on minority and low-income populations. In addition, the department will take reasonable steps to provide meaningful access to services for persons with Limited English Proficiency.
