Project Facts

Project Number: A009(791)
Key Number: 09791
MP 448.0 to MP 449.8

This project will build 1.8 miles of a four-lane divided highway on U.S. 95 north of the Silverwood Area Project, from Remington Road to Trinity Lane. The project includes at-grade intersections and an interchange at Idaho 54 east of the city of Athol.

These highway improvements will increase capacity and safety.

Background

U.S. 95 is the key north-south link for northern Idaho commerce, transportation and tourism. Rapid growth in Bonner and Kootenai counties have caused traffic volumes to approach the capacity of the highway. The corridor between Garwood and Sagle needs to be widened and realigned in order to safely accommodate projected traffic.

The process of designing the new highway began in 2002 when ITD initiated a comprehensive study of U.S. 95 between Garwood and Sagle. The study determined what type of long-term improvements would be needed to increase safety and capacity to meet future travel demands. This four-year process involved extensive work with the public, local officials, and agencies. The study results will be published in an Environmental Impact Statement (EIS). It is anticipated that a Record of Decision regarding environmental clearance will be completed in July 2010.

Schedule and Funding

The 2006 Idaho Legislature authorized GARVEE funding to complete preliminary engineering and environmental studies for the corridor, and to begin right-of-way acquisition for the project. Additional funding will be necessary for construction.

Preliminary design was completed in July 2009. Environmental clearance for the project will be obtained when the Record of Decision (ROD) for the Environmental Impact Statement (EIS) for the U.S. 95, Garwood to Sagle Environmental Study is issued, which is anticipated in July 2010. Right-of-way acquisition, which is contingent upon issuance of the ROD, is expected to be completed in July 2011. Final design is scheduled for completion in August 2011. Future funding will be needed for construction, which is programmed to begin in October 2011, with anticipated completion in April 2013.
