I-84, Cole Interchange to Broadway Interchange

The Idaho Transportation Department (ITD) will widen 3.2 miles of Interstate 84 between Cole Road and Broadway Avenue. The improvements will allow the roadway to safely accommodate traffic.
    
 

Construction Updates

   

Traffic Impacts

Crews will be working on the shoulders and laying temporary pavement between the Orchard and Broadway interchanges on I-84 during the month of February.

  • Lanes will be restricted nightly 10 p.m. to 5 a.m. weeknights and 10 p.m. to 7 a.m. on weekends.
  • The outside east- or westbound lane will be closed most nights and occasionaly the inside east- or westbound lane. One east- and westbound lane will be open at all times.
  • The speed limit during lane restrictions is 45 mph. During the day, the speed limit will remain 55 mph.

Description

   

ITD is adding two lanes in each direction to reduce congestion and improve safety. In addition to widening the interstate between the Cole and Broadway interchanges, this project will replace the existing rough pavement with new concrete.

    

Background

   
This project is a result of an Environmental Assessment and a planning study for I-84 from just west of the Orchard Interchange to the Isaacs Canyon Interchange (Eisenman Road). The interstate, built in the late 1960s, was not designed to handle the current traffic volumes. This corridor is experiencing periods of congestion, which will reach critical levels within the next decade.

The study recommends improvements for the ultimate build out of this corridor, including replacing the existing pavement, adding lanes to the interstate from Cole Road to Gowen Road, and reconstructing the Orchard, Vista, Broadway, and Gowen interchanges to meet the future traffic capacity requirements.

ITD received environmental approval for this project from the Federal Highway Administration in November 2007. For more information about the Environmental Assessment, click here.
    

Schedule and Funding

   

Construction began in Fall 2009 and is expected to be complete in summer 2011.

Milestones include:

  • Traffic shifted to temporary pavement near the I-84 shoulders in winter 2009.
  • New lanes constructed in I-84 median in winter 2009/2010.
  • Westbound traffic moved to the eastbound side of I-84 in summer 2010.
  • Reconstruct and pave existing westbound lanes in fall 2010.
  • Eastbound traffic moved to westbound side of I-84 in winter 2010/2011.
  • Reconstruct and pave existing westbound lanes in fall 2011.
  • Project complete in summer 2011.

This project is funded through the GARVEE Transportation Program, which allows Idaho to use proceeds from Grant Anticipation Revenue Vehicle (GARVEE) bonds to expedite interstate improvements.
