The Idaho Transportation Department (ITD) will widen a two-mile section of I-84 from Franklin Boulevard to Garrity Boulevard in Nampa. A third lane will be built in the median. Additionally, the project will replace the Union Pacific Railroad Overpass and the Phyllis Canal Overpass to allow additional lanes to be built on I-84.
    

Background

   
In 2001, the Community Planning Association of Southwest Idaho (COMPASS) and ITD completed a cooperative planning effort called the I-84 Corridor Study. The study examined the transportation system needs for the I-84 corridor from the WYE Interchange to Idaho 44 west of Caldwell.

The study recommended specific improvements that warranted further evaluation and implementation. The recommendation to widen the interstate segment between Garrity Boulevard and Meridian Road was included in the COMPASS study.
    

Funding and Schedule

   
This project received environmental clearance through a finding of no significant impact (FONSI) granted in April 2009.

Preliminary design was completed in April 2009. Right-of-way acquisition in anticipated to be completed in May 2010, with final design scheduled for completion in June 2010.

The overall schedule for this project has been shortened by using phased contracting on the project. Accelerated construction practices save taxpayer dollars by increasing competition and averting escalating costs. Future funding is required for construction of this project, which is programmed to begin in August 2010.

This project is funded through the GARVEE Transportation Program, which uses Grant Anticipation Revenue Vehicle (GARVEE) bonds to expedite interstate improvements.
